Microsoft started developing the Graphic User Interface (GUI) for XP about 1998 - 1999. They released Windows Me in 1999, which used the Windows 98SE Kernel, but the new and experimental XP GUI.
ME was a disaster.
So, Microsoft switched to the Windows 2000 kernel and added the XP GUI, among other features, and on October 25th 2001 XP was born.
